God introduces himself to his people:
Wherefore, when I came, was there no man? When I called, was there none to answer? Is my hand shortened at all, that it cannot redeem? Or have I no power to deliver? behold, at my rebuke I dry up the sea, I make the rivers a wilderness: their fish stinketh, because there is no water and dieth for thirst.
I clothe the heavens with blackness, and I make sackcloth their covering.

Expresses Disappointment With His People:

The Cause of God’s Anger against Man:
I have spread out my hands all the day unto a rebellious people, which walketh in a way that was not good, after their own thoughts; A people that provoketh me to anger continually to my face; Behold, it is written before me; I will not keep silence, but will recompense, even recompense into their bosom, your iniquities, and the iniquities of your fathers together, saith the Lord, which have burned incense upon the mountains, and blasphemed me upon the hills; therefore will I measure their former work into their bosom.
